Operation “Sluice”. The so-called migration crisis at the Polish-Belarussian border: an example of hybrid actions taken in the second half of 2021 as documented in the reports of the Polish border guard
This article is a cognitive-analytical text that looks at the so-called “migration crisis”, which
turned out to be an attempt to destabilise the situation on the border between Belarus
and Poland, Lithuania and Latvia in 2021. Following the introduction, which outlines the
main goals and theses of the article, the author looks at the origins of the operation by the
name of “sluice”, and the nature of the “migration crisis” on the Polish-Belarusian border in
the period from August to December 2021. On the basis of the information available, retrieved
mainly from the official website of the Border Guard, the author has attempted to
describe the operation of the Belarusian authorities and border services in the process of
bringing migrants to Belarus, and then “transferring” them over to Poland and other countries
of the European Union. The text ends with a summary of the issues raised, and an attempt
to outline the prospects of bringing the crisis to an end
The issue of Slovak and Hungarian nationality policy of Hungarian Kingdom in the years 1848 – 1918
Niniejszy tekst dotyczy genezy słowackiej świadomości narodowej, która narodziła się w XIX wieku w warunkach nasilającej się polityki madziaryzacji ze strony władz węgierskich. Miała ona miejsce najpierw w ramach monarchii austriackiej, a po ugodzie dworu austriackiego w Wiedniu z elitami węgierskimi i powstaniu Austro-Węgier nasiliła się w ramach Królestwa Węgierskiego. W odpowiedzi na politykę madziaryzacji narody niemadziarskie, w tym Słowacy – a ściślej ich niewielkie elity polityczne i kulturalne – podjęły próbę przeciwstawienia się polityce władz węgierskich. W tekście autor ukazał proces kształtowania się słowackiej świadomości narodowej, rolę Ľudovita Štúra, Jána Kollara i kolejnych działaczy, politycznych, ludzi kultury w tym procesie do 1918 r. Omówił też współpracę Słowaków z innymi narodami niewęgierskimi, mieszkającymi w Królestwie Węgierskim w walce o swoje prawa, przeciwko nacjonalistycznej polityce władz węgierskich, w tym okoliczności związania się Słowaków z Czechami w okresie poprzedzającym wybuch pierwszej wojny światowej i w latach jej trwania – zwłaszcza na przełomie 1917 i 1918 r., co ostatecznie doprowadziło do proklamowania w Pradze 28 października 1918 r. Republiki Czechosłowackiej jako jednego z nowych państw Europy Środkowej, powstałego na gruzach Austro-Węgier.This text refers to the origins of the Slovak national consciousness, which began in the nineteenth century in terms of growing Magyarization policies of the Hungarian authorities. It took place in the first period of the Austrian monarchy, and after the settlement of the Austrian court in Vienna with Hungarian elites and the formation of the Austro-Hungarian state, intensified within the Kingdom of Hungary. In response to the policy of Magyarization, nations which are not Hungarian, including Slovaks – and more specifically, their small political and cultural elites, attempted to oppose the policy of the Hungarian authorities. In the text, the author showed the formation of the Slovak national consciousness, the role of Ľudovít Štúr, Ján Kollár, and subsequent activists, politicians and people of culture in the process until 1918. He discussed a cooperation of Slovaks with other non-Hungarian nations living in the Kingdom of Hungary in fight for their rights against the nationalistic policy of the Hungarian authorities, in the circumstances bound by the Slovaks to the Czech Republic in the period preceding the outbreak of the First World War and the years of its duration – especially at the turn of 1917 and 1918, which eventually led to the proclamation on October 28th, 1918, in Prague, the Czechoslovak Republic as one of the new states of the Central Europe, founded on the ruins of the Austro-Hungarian Empire
Ideas and Actions: Hungarian Soviet Republic in 1919 as an Example of the Revolutionary Totalitarian Regime
W artykule autorstwa Grzegorza Baziura pt: Idee i czyny: Węgierska Republika Rad 1919 r. jako przykład totalitarnego reżimu rewolucyjnego Autor opisał dzieje i losy Węgierskiej Republiki Rad i jej reperkusje na Słowacji w postaci Słowackiej Republiki Rad. SRR była próbą „eksportu rewolucji” z opanowanych przez komunistów Węgier do ówczesnej Czechosłowacji w celu połączenia się z bolszewicką Rosją, której wojska prowadziły walki na Ukrainie przeciwko wojskom gen. Antona Denikina, a na Białorusi oddziałom Wojska Polskiego. Autor opisał okoliczności bezkrwawego zdobycia władzy w Budapeszcie przez węgierskich komunistów i totalitarny system, który stworzyli oni w okresie między marcem a sierpniem 1919 r. Autor opisał system represji i liczne zbrodnie, których dopuścił się reżim Béli Kuna, a także narastanie oporu ze strony społeczeństwa w kraju, jak i rolę węgierskiej emigracji politycznej w Wiedniu. W dalszej części tekstu omówiono przygotowania wojskowe państw Ententy do pacyfikacji komunistycznych Węgier, wojnę o Słowację od kwietnia do lipca 1919 r. i okoliczności ostatecznej klęski reżimu Kuna na początku sierpnia 1919 r. Końcową część artykułu Autor poświęcił sytuacji na Węgrzech po zdławieniu komunistycznego eksperymentu, omawiając sytuację polityczną kraju po pacyfikacji rewolucji: biały terror antykomunistyczny i jego reperkusje społeczne oraz objęcie rządów przez admirała Miklosa Horty`ego jako regenta, co było kontynuacją monarchii na Węgrzech.In the article, Grzegorz Baziur described the history and the fate of the Hungarian Soviet Republic and its aggression against neighboring Slovakia, where was proclaimed Slovak Soviet Republic. It was an attempt to “export of revolution” from Hungary to Czechoslovakia. The author describes the circumstances of raising power in Budapest by the Hungarian communists and the totalitarian system that they created during the dictatorship from March to August 1919. The author discusses the social reaction to the repression and crimes of the regime of Béla Kun: from the initial public passivity to resistance in the country, and the role of Hungarian political exile in Vienna in the fight against the communists. Further author discusses the Entente’s military intervention and liquidation of the WRR and the withdrawal of the Red Army of Hungary from Slovakia at the beginning of August 1919. In the final part of the text author has devoted the situation in Hungary after the suppression of the revolution by discussing: white terror and extend the rule of Admiral Miklos Horty as regent, which was a continuation of the monarchy in Hungary
The Three Seas Initiative as a concept of security and economic development of Eastern Europe
Artykuł dotyczy Inicjatywy Państw Trójmorza (IPT), zaproponowanej przez Polskę
i Chorwację w sierpniu 2016 r. na i Szczycie IPT w Dubrowniku. Autor skupił się na
rezultatach II Szczytu Inicjatywy, który odbył się 6-7 lipca 2017 r. w Warszawie.
Wyjaśniono genezę IPT oraz jej główne cele. W przekonaniu Autora oscylują one wokół
kwestii społeczno-ekonomicznych, zwłaszcza rozwoju sieci transportowej, która
pozytywnie może wpłynąć na rozwój powiązań handlowych oraz bezpieczeństwa,
a zwłaszcza na dywersyfikację dostaw gazu ziemnego i ropy naftowej. Wspomniana
dywersyfikacja jest warunkiem bezpieczeństwa ekonomicznego, a w dalszej
perspektywie również suwerenności gospodarczej i politycznej krajów IPT. Ma to
szczególne znaczenie w okolicznościach agresywnej polityki Federacji Rosyjskiej wobec
Ukrainy i zagrożenia terrorystycznego w państwach Europy Zachodniej, którego źródeł
należy szukać w konfliktach zbrojnych na Bliskim Wschodzie, oraz wywołanym przez
nie kryzysie migracyjnym. W tym też kontekście należy zauważyć konieczność
współpracy krajów IPT w zakresie bezpieczeństwa i zwalczania terroryzmu.The article concerns the Three Seas Initiative, proposed by Poland and Croatia in August
2016 at the i Summit in Dubrovnik. The author focused on the results of the Second
Summit of the Initiative, which took place on July 6-7, 2017 in Warsaw. The origin of
Three Seas Initiative and its main goals are explained. In the Author's conviction, they
oscillate around socio-economic issues, especially the development of the transport
network, which may positively affect the development of economic and trade links and
security - in this context it mainly focused on the diversification of energy resources,
especially natural gas and oil supplies. The mentioned diversification is a condition of
economic security, and in the long run also of economic and political sovereignty of IPT
countries. This is particularly important in the circumstances of the aggressive policy of
the Russian Federation towards Ukraine and the terrorist threat in Western European
countries, whose sources should be sought in the armed conflicts in the Middle East and
the migration crisis that they caused. In this context, it should be noted that the IPT
countries must cooperate in the field of security and counter-terroris

Powstanie w styczniu 2015 r. Partii „Zmiana” stworzyło na polskiej scenie politycznej jakościowo nową sytuację. Po raz pierwszy od odzyskania w 1989 r. niepodległości i suwerenności wobec Rosji, pojawiła się prorosyjska partia negująca przynależność geopolityczną Polski i jej sojusze. Orientacja prorosyjska ma u nas dawne tradycje, poczynając od zawiązanej w 1792 r. Konfederacji Targowickiej. W latach 1918-1938 działała konspiracyjna Komunistyczna Partia Robotnicza Polski (od 1925 r. Komunistyczna Partia Polski). Z kolei w latach 1948-1990 zadania wynikające z interesów sowieckich w Polsce realizowała Polska Zjednoczona Partia Robotnicza. Po jej likwidacji o dobre relacje z Rosją zabiegały władze Socjaldemokracji Rzeczypospolitej Polskiej a następnie Sojusz Lewicy Demokratycznej. Historycznym odnośnikiem dla powstania Partii „Zmiana” były dzieje sowieckiej agentury wpływu w II Rzeczypospolitej w postaci Komunistycznej Partii Robotniczej Polski (KPRP) / Komunistycznej Partii Polski (KPP). Autor podejmuje próbę historyczno-geopolitycznej rozprawy z KPRP / KPP i Partią „Zmiana”, chcąc ukazać, jak krętymi drogami wiedzie szlak działalności antypaństwowej, zdrady narodowej i służby na rzecz wrogiego Polsce mocarstwa – w tym wypadku Rosji.The history of pro-Russian political orientation in Poland dates back to the seventeenth and eighteenth centuries, however, the Polish supporters of Russia were particularly active during the partition period and during the Second World War, which in 1944-1945 helped the Soviet Union to take control over the Poland. The aim of this article is an attempt to compare the two centers of the pro-Russian / pro-Soviet orientation: Polish Communist Workers Party, which since 1925 was named the Polish Communist Party and the Party of "Change", which in its political program calls for the backtracking of Poland from NATO and from the European Union and to strengthen the geopolitical and economic relations with the Russian Federation. The author describes the political goals of both parties, forms and methods of actions carried out by the Polish Communist Party / CPP and the Party "Change" and their consequences. Both in the Second Commonwealth and currently work for the benefit of Soviet Russia / USSR / Russian Federation has been treated by the political elite, special forces and the majority of the population, as anti-national activity

Białorusi i jej rolą w samoidentyfikacji narodowej Białorusinów. Ocenę stopnia
świadomości narodowej autor przedstawił w kontekście polityki historycznej, a
zwłaszcza istotnego dylematu (konieczności wyboru) między Zachodem,
reprezentowanym przez Polskę i Litwę, a Wschodem, który jest utożsamiany z Rosją?
Odrodzenie narodowe Białorusinów ukazane zostało w związku z fiaskiem polityki
rusyfikacyjnej władz, realizowanej w latach 1995-2014 – od referendum w sprawie
przywrócenia symboliki z czasów Białoruskiej SRR i równości języka rosyjskiego, do
aneksji ukraińskiego Krymu i rozpoczęcia wojny hybrydowej w Donbasie. Wspomniane
wydarzenia wpłynęły na zmianę postrzegania Rosji przez władze i patriotycznie
świadomą część społeczeństwa. Uważana uprzednio za państwo sojusznicze, Rosja
stała się w świadomości Białorusinów mocarstwem perspektywicznie zagrażającym
niepodległości Białorusi. Jest to widoczne zwłaszcza w obliczu powtarzających się
nacisków Rosji na pogłębienie integracji obu państw.The article contains the results of research on the national consciousness of
Belarusian society and its role in the national self-identification of Belarusians. The
author assessed the degree of national awareness in the context of historical policy, and
in particular the important dilemma (necessity of choice) between the West, represented
by Poland and Lithuania, and the East, which is identified with Russia. The national
revival of Belarusians was shown in connection with the fiasco of the Russification
policy of the authorities, implemented in 1995-2014 - from the referendum on the
restoration of the symbols of the Belarusian SSR and the equality of the Russian
language, to the annexation of the Ukrainian Crimea and the start of the hybrid war in
the Donbass. These events changed the perception of Russia by the authorities and the
patriotic conscious part of society. Previously considered an ally, Russia became a power
in the minds of Belarusians that threatens Belarus's independence in future. This is
especially evident in the face of Russia's repeated pressure to deepen the integration of
both countries

Defense of Poland's independence and the Bolshevik project of "permanent revolution"
W artykule wyjaśniono sytuację geopolityczną i sprzeczności interesów
odrodzonej Polski i bolszewickiej Rosji w pierwszych latach po zakończeniu I wojny
światowej. Autor ukazał z jednej strony dążenia Polski do zapewnienia sobie
bezpieczeństwa w obliczu zamętu panującego w Rosji wstrząsanej wojną domową oraz
doświadczającej bolszewickiego terroru, a z drugiej zamierzenia władz
komunistycznych wynikające z przyjęcia doktryny „permanentnej rewolucji”. Analiza
interesów i dążeń Polski oraz bolszewickiej Rosji przybliża do zrozumienia okoliczności,
dzięki którym jeden z najgroźniejszych dla zachodniej cywilizacji projektów
geopolitycznych mógł zostać udaremniony przez Polskę, broniącą świeżo odzyskanej
niepodległości.The article explains the geopolitical situation and conflicts of interests of reborn Poland
and Bolshevik Russia in the first years after the end of World War I. The author
showed, on the one hand, Poland's aspirations to ensure security in the face of the
turmoil in Russia, shaken by civil war and experiencing Bolshevik terror, and on the
other, the intentions of the communist authorities resulting from the adoption of the
doctrine of "permanent revolution". Analysis of the interests and aspirations of Poland
and Bolshevik Russia brings us closer to understanding the circumstances thanks to
which one of the most dangerous geopolitical projects for Western civilization could
have been thwarted by Poland, defending newly regained independence

W niniejszym artykule przedstawiono niektóre aspekty regionalnej geopolityki
Federacji Rosyjskiej na obszarze państw Kaukazu i Międzymorza. W tekście
omówiono np. postawę Rosji i innych krajów – w tym Polski – wobec wojen
czeczeńskich lat 1994-1996 i po 1999 r., Pomarańczowej Rewolucji na Ukrainie
2004-2005, wojny rosyjsko-gruzińskiej w 2008 r. i niektórych aspektów rosyjskiej
ekspansji energetycznej w kontekście rosyjskiej teorii państw bliskiej zagranicy i
geopolityki rurociągów. W temacie poruszanych problemów postawiono m.in.
pytanie o to, czym jest Międzymorze dzisiaj i jakie kraje obejmuje.The article by Grzegorz Baziur illustrates some aspects of the geopolitics of the
Russian Federation, the Caucasus and ISTHMUS. At the beginning of the author
discusses the geopolitics of Russia in the context of the Chechen wars 1994-1996
and 1999, as a prelude to the “restoration of the empire” in the context of the theory
of the near abroad countries and the geopolitics of pipelines.
After a preliminary analysis of the Chechen wars, the author discusses the
geopolitics of Russia in Ukraine during the Orange Revolution, its pressures and
interference in the 2004-2005 presidential elections, and the effects of the victory of
Our Ukraine. Another part of the article concerns the policy of Russia in Belarus in
order to keep it in the zone of influence, which is control of its economy and the
support of President Alexander Lukashenko in the fight against the democratic
opposition, including the Union of Poles in Belarus in 2005-2006. The third issue is
the Russian aggression against Georgia in August 2008, where the author described
the causes of the war, the main stages of the fighting, diplomatic efforts of the EU,
including countries ISTHMUS and effects of the war. In the final part the author
described the context of the “raw material” of Russian geopolitics and fight
geoeconomics an area of Central Asia between Russia, the U.S., the European
Union countries and China. The text ends with a reference to the geopolitics of
pipelines, as the intention of Europe’s dependence on Russian energy resources, and
to establishing the Union of Europe, the actual combination of the EU with Russia's
planned Eurasian Union
